The lack of definition of the maritime borders beyond the 200 nautical miles between the United States, Cuba and Mexico had originated what had been called the "donut hole".

The three countries began negotiation in 2016 on the delimitation of borders, conversations that were possible thanks to the "thaw" in US relations. and Cuba, which restored diplomatic ties in July 2015.

According to international laws, every country has the right to exploit the resources found within 200 miles from its coast, but in case these projections are superimposed, an agreement is needed to exploit them.
